As near as I can tell, plain invokes \@foot (defined to be \strut\egroup)
at the end of the footnote text. I THINK this \egroup will always match
the \bgroup after \insert\footins that gets placed before the text. Thus,
perhaps \@foot could be redefined to issue \par before \egroup?
Just a thought.
